While at the City Attorney’s Office, Ingrid worked on important cases against gun manufacturers and lead paint manufacturers.  These cases were true benchmarks in government actions against industries profiting from manufacture and sales of inherently dangerous products like guns and lead paint.  In the lead paint litigation, Ingrid worked as part of the City Attorney’s team seeking to hold paint manufacturers responsible for the hazards of lead paint to the public, especially children.  The City’s gun litigation focused on the accountability of manufacturers, distributors and trade associations for deceptive practices in the sales of handguns used to commit violent crimes.

Evolution of Local And State Attorney Consumer Litigations

Consumer cases like the ones Ingrid worked on reflected a change in the focus of local and state attorneys general and district attorneys. For most of their history, district attorneys and attorneys general were largely focused on advising state and local officials on legal matters and representing local agencies in court.  That changed drastically in the 1990s, when states came together to sue tobacco companies and won a $206 billion settlement to cover the cost of medical care related to smoking. The lawsuit helped redefine the role of local district attorneys (DAs), city attorneys, and state attorney generals (AGs) as powerful positions in local and state government.  Through high-profile lawsuits against corporations, AGs and DAs and/or City Attorneys could directly affect policy and build a reputation as a champion of the people.

But complex litigation against large companies can require years of investigation and legal work, with no guarantee of success. Increasingly, states and local governments have turned to private lawyers willing to work on contingency as a way to stretch limited resources.  Contingency cases have recouped billions of dollars on behalf of the public and have become a critical way to regulate the behavior of powerful industries and large corporations.

In addition to working on the benchmark gun and lead paint consumer protection cases, Ingrid also brought the City’s first civil elder abuse action on behalf of an injured senior citizen in San Francisco. Ingrid continued her commitments to consumer and elder litigation when she founded Evans Law Firm many years ago.
